In Pocket Edition Alpha versions v0.5.0 alpha through v0.12.0 alpha, glowing obsidian was created when a nether reactor structure was active. As the nether reactor's functionality was removed in version Pocket Edition v0.12.1 alpha, add-ons or inventory editors are the only ways to obtain glowing obsidian in subsequent versions. It is not in the player's Creative inventory and cannot be obtained using commands.
